住房城乡建设部标(biao)准定(ding)额司2017年工作要点

        2017年(nian),标(biao)(biao)准(zhun)定额工(gong)作(zuo)的总体(ti)思路是:认真贯(guan)彻(che)落实(shi)党的十八大和十八届三(san)中、四中、五(wu)中、六中全会精神(shen),牢固树(shu)立创新(xin)、协调、绿(lv)色、开放、共享的发展理念(nian),以贯(guan)彻(che)落实(shi)中央(yang)城(cheng)市(shi)工(gong)作(zuo)会议精神(shen)为(wei)主线,按(an)照(zhao)全国住房(fang)城(cheng)乡建(jian)(jian)(jian)设工(gong)作(zuo)会议部(bu)署,加快工(gong)程建(jian)(jian)(jian)设标(biao)(biao)准(zhun)定额改革步伐,建(jian)(jian)(jian)立科学合理、实(shi)施有力(li)的新(xin)型标(biao)(biao)准(zhun)体(ti)系(xi),健全市(shi)场(chang)决(jue)定工(gong)程造价机(ji)制(zhi),为(wei)住房(fang)城(cheng)乡建(jian)(jian)(jian)设事业发展提供有力(li)技术支撑。

 

一、深化工程建设标准化改革,全面提高建筑标准水平

        (一)全面提高工程(cheng)建设标准覆盖面 

        标(biao)准(zhun)范围(wei)全(quan)面覆(fu)盖各(ge)(ge)类工(gong)程(cheng)项(xiang)目和工(gong)程(cheng)技术,做(zuo)到有标(biao)可(ke)依(yi)。改变政府单(dan)一供给标(biao)准(zhun)模(mo)式(shi),培育(yu)团体标(biao)准(zhun),搞活企业标(biao)准(zhun),完善地方标(biao)准(zhun),多渠道、多层次供给标(biao)准(zhun),形成(cheng)(cheng)政府和市场共同发挥作(zuo)用的(de)新型标(biao)准(zhun)体系(xi)。改革(ge)强制(zhi)性标(biao)准(zhun),制(zhi)定覆(fu)盖各(ge)(ge)类工(gong)程(cheng)建(jian)设(she)项(xiang)目全(quan)生命(ming)周(zhou)期(qi)的(de)全(quan)文(wen)强制(zhi)性标(biao)准(zhun),取消目前(qian)零散(san)的(de)强制(zhi)性条(tiao)文(wen),提高标(biao)准(zhun)刚性约(yue)束,尽快(kuai)完成(cheng)(cheng)各(ge)(ge)部门各(ge)(ge)行业强制(zhi)性标(biao)准(zhun)体系(xi)表的(de)编(bian)制(zhi),向国外的(de)“技术法规”过渡。

        (二)全面提升工程建(jian)设标准水(shui)平

        制定实施工(gong)(gong)程建(jian)设标(biao)准(zhun)提(ti)(ti)(ti)升计划(hua),大(da)力提(ti)(ti)(ti)高(gao)工(gong)(gong)程质(zhi)量(liang)安全、卫(wei)生(sheng)健(jian)康、节能减排标(biao)准(zhun),落实中(zhong)央(yang)要(yao)求,回应(ying)百(bai)姓关切。重点(dian)在提(ti)(ti)(ti)高(gao)建(jian)筑(zhu)的装配式装修(xiu)、绿(lv)色装修(xiu)和全装修(xiu)水平(ping),改善(shan)建(jian)筑(zhu)室内环境质(zhi)量(liang);大(da)幅提(ti)(ti)(ti)升建(jian)筑(zhu)门窗保温(wen)、隔音(yin)、抗风(feng)等(deng)性能指标(biao);提(ti)(ti)(ti)高(gao)可再(zai)生(sheng)能源在新建(jian)建(jian)筑(zhu)能源消耗的占比(bi),优化(hua)分(fen)布式能源应(ying)用标(biao)准(zhun);提(ti)(ti)(ti)高(gao)建(jian)筑(zhu)防水工(gong)(gong)程质(zhi)量(liang)和使用年限等(deng)标(biao)准(zhun)方面,取得突破性进展(zhan)。

        (三)全面(mian)与国际先进标准接轨

        推(tui)动中(zhong)国(guo)标(biao)(biao)(biao)准与国(guo)际(ji)(ji)先(xian)进(jin)标(biao)(biao)(biao)准对(dui)(dui)接,助推(tui)一(yi)带(dai)一(yi)路战(zhan)略实施(shi)。加强中(zhong)外(wai)建(jian)筑技(ji)术法规标(biao)(biao)(biao)准的对(dui)(dui)比分(fen)析(xi),提(ti)高中(zhong)国(guo)工程建(jian)设标(biao)(biao)(biao)准内容结构、要素指标(biao)(biao)(biao)与国(guo)际(ji)(ji)标(biao)(biao)(biao)准的一(yi)致(zhi)性;加大(da)中(zhong)国(guo)标(biao)(biao)(biao)准翻(fan)译(yi)力度,组(zu)织开展建(jian)筑设计防火等骨干标(biao)(biao)(biao)准翻(fan)译(yi);组(zu)织开展申报和制定国(guo)际(ji)(ji)标(biao)(biao)(biao)准,提(ti)高中(zhong)国(guo)标(biao)(biao)(biao)准在国(guo)际(ji)(ji)上的话语权。

 

二、持续推进工程造价改革,健全工程造价治理体系

        (一)以共编共享(xiang)为(wei)模式,推进计价依(yi)据形成

        一(yi)是共(gong)享计价(jia)(jia)依(yi)(yi)据(ju),统(tong)一(yi)计价(jia)(jia)定额编(bian)(bian)(bian)制(zhi)规(gui)则,规(gui)范(fan)(fan)计价(jia)(jia)定额编(bian)(bian)(bian)制(zhi)活动,提高定额编(bian)(bian)(bian)制(zhi)成果(guo)质量(liang),统(tong)一(yi)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)消耗(hao)(hao)量(liang)定额,打破地区、行业壁垒,支撑全国统(tong)一(yi)建筑(zhu)(zhu)市场的形成。二是围绕(rao)我部(bu)中心工(gong)(gong)(gong)(gong)(gong)作,服务绿色建筑(zhu)(zhu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)投资(zi),编(bian)(bian)(bian)制(zhi)门窗工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、防水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、装饰装修工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、地源热(re)泵(beng)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)造价(jia)(jia)指标(biao)。三(san)是完善(shan)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)建设(she)前期计价(jia)(jia)依(yi)(yi)据(ju),编(bian)(bian)(bian)制(zhi)海绵城(cheng)市、综合管廊重点工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)建设(she)投资(zi)估算指标(biao)的编(bian)(bian)(bian)制(zhi)工(gong)(gong)(gong)(gong)(gong)作,为政府投资(zi)决策提供参考。四(si)是修编(bian)(bian)(bian)房屋修缮工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)、抗震加固工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)等消耗(hao)(hao)量(liang)定额,为老旧小区改造工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)提供计价(jia)(jia)依(yi)(yi)据(ju)。五是服务工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)建设(she)总承包(bao),编(bian)(bian)(bian)制(zhi)总承包(bao)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)(cheng)计价(jia)(jia)计量(liang)规(gui)范(fan)(fan)。

       ; (二(er))以工程造(zao)价纠纷调(diao)解(jie)为突破,深入工程造(zao)价改(gai)革(ge)

        一(yi)(yi)是(shi)研究并制(zhi)(zhi)定(ding)建设工(gong)程(cheng)造(zao)价(jia)(jia)纠纷调解机(ji)(ji)制(zhi)(zhi),形成(cheng)统(tong)(tong)一(yi)(yi)开放、竞(jing)争有序的市(shi)场环境(jing)。二是(shi)完善市(shi)场决定(ding)工(gong)程(cheng)造(zao)价(jia)(jia)机(ji)(ji)制(zhi)(zhi),改革(ge)定(ding)额人(ren)(ren)工(gong)单价(jia)(jia)构(gou)成(cheng)和(he)信息发布(bu)制(zhi)(zhi)度(du),逐步统(tong)(tong)一(yi)(yi)定(ding)额人(ren)(ren)工(gong)单价(jia)(jia)和(he)市(shi)场人(ren)(ren)工(gong)费的计算(suan)口(kou)径(jing),减小定(ding)额人(ren)(ren)工(gong)单价(jia)(jia)和(he)劳务(wu)工(gong)人(ren)(ren)工(gong)资的差距,规范市(shi)场造(zao)价(jia)(jia)信息收集(ji)机(ji)(ji)制(zhi)(zhi),为(wei)建筑市(shi)场提供及(ji)时准确的人(ren)(ren)、机(ji)(ji)、料价(jia)(jia)格(ge)信息。三是(shi)加(jia)强工(gong)程(cheng)造(zao)价(jia)(jia)支(zhi)撑(cheng)机(ji)(ji)构(gou)建设,成(cheng)立工(gong)程(cheng)造(zao)价(jia)(jia)编审委(wei)员会(hui),建立委(wei)员会(hui)管(guan)理(li)制(zhi)(zhi)度(du)和(he)运行(xing)机(ji)(ji)制(zhi)(zhi),充分发挥委(wei)员会(hui)技术研究和(he)协调优势。

         (三)坚持放(fang)管(guan)服,提高造价(jia)咨询业的(de)治理能(neng)力

        一是(shi)加强(qiang)工程(cheng)(cheng)造价(jia)行业(ye)诚信(xin)(xin)体系建设,开(kai)(kai)展(zhan)工程(cheng)(cheng)造价(jia)咨(zi)询行业(ye)信(xin)(xin)用信(xin)(xin)息管理及制(zhi)度(du)研究,与(yu)各部门(men)、各行业(ye)实现信(xin)(xin)用奖(jiang)惩联(lian)动,形成(cheng)失信(xin)(xin)联(lian)防体系。二是(shi)加强(qiang)市场监管,抓(zhua)好投诉等重点环(huan)节,开(kai)(kai)展(zhan)监督(du)检(jian)查。三(san)是(shi)加强(qiang)工程(cheng)(cheng)造价(jia)咨(zi)询企业(ye)资(zi)质(zhi)、人员资(zi)格信(xin)(xin)息管理,完(wan)成(cheng)工程(cheng)(cheng)造价(jia)咨(zi)询业(ye)统计分(fen)析。

        (四)完善预(yu)测预(yu)判指标,不(bu)断提高支撑能力(li)

        一是(shi)开(kai)展古(gu)代工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)管理(li)(li)(li)、工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)咨询国际(ji)化战略等研究,为工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)管理(li)(li)(li)改革提供理(li)(li)(li)论支持。二(er)是(shi)研究合理(li)(li)(li)确(que)(que)定(ding)建(jian)(jian)设(she)工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)各(ge)项(xiang)费用的构成(cheng)及计(ji)算(suan)方(fang)法,服(fu)务(wu)工(gong)程(cheng)(cheng)建(jian)(jian)设(she)全过程(cheng)(cheng)造(zao)(zao)价(jia)管理(li)(li)(li)。三(san)是(shi)加强工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)管理(li)(li)(li)队伍(wu)建(jian)(jian)设(she),开(kai)展造(zao)(zao)价(jia)管理(li)(li)(li)人员(yuan)专业知识(shi)培训。四是(shi)建(jian)(jian)设(she)工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)监测系统(tong),整(zheng)理(li)(li)(li)、分析、监测工(gong)程(cheng)(cheng)造(zao)(zao)价(jia)数据,为建(jian)(jian)设(she)各(ge)方(fang)主(zhu)体提供及时准确(que)(que)的信(xin)息服(fu)务(wu)。

 

三、强化标准实施,切实树立工程建设标准权威性

        (一)积极开展标(biao)准(zhun)宣传和推广活动

        一(yi)是组(zu)织(zhi)开(kai)展工(gong)程(cheng)建设(she)地方标准(zhun)(zhun)(zhun)化工(gong)作管(guan)理(li)(li)干部培训(xun)(xun),指导有关单(dan)位(wei)开(kai)展装配式(shi)建筑、建筑节能、城市(shi)轨道交(jiao)通等重(zhong)(zhong)要标准(zhun)(zhun)(zhun)宣贯(guan)培训(xun)(xun)。二是继续推进(jin)标准(zhun)(zhun)(zhun)“走出去”,重(zhong)(zhong)点开(kai)展与英国、德国等先进(jin)国家建筑标准(zhun)(zhun)(zhun)法规(gui)管(guan)理(li)(li)性规(gui)定(ding)的对比研究,吸(xi)取国外标准(zhun)(zhun)(zhun)在管(guan)理(li)(li)及(ji)实(shi)施监督方面的先进(jin)经(jing)验。组(zu)织(zhi)编制、发(fa)布中(zhong)国工(gong)程(cheng)建设(she)标准(zhun)(zhun)(zhun)使用指南,为(wei)我国标准(zhun)(zhun)(zhun)在国际项目的使用提供指导。

        (二)深入推进标准实施改革

        一(yi)是编制(zhi)建(jian)(jian)筑(zhu)门窗、防水、装饰(shi)装修(xiu)(xiu)、海绵城市(shi)、垃圾处理、装配式(shi)建(jian)(jian)筑(zhu)等方面品牌建(jian)(jian)设(she)指(zhi)南,推(tui)动建(jian)(jian)筑(zhu)领域品牌发(fa)展。二是借鉴(jian)国外技术(shu)法规和技术(shu)标(biao)(biao)准(zhun)(zhun)实(shi)践经(jing)验,将政府标(biao)(biao)准(zhun)(zhun)强(qiang)制(zhi)性与团体标(biao)(biao)准(zhun)(zhun)灵活性相结(jie)合,探索用市(shi)场化通(tong)用手(shou)段促进标(biao)(biao)准(zhun)(zhun)应(ying)用,尽快把(ba)标(biao)(biao)准(zhun)(zhun)的权威树立(li)起来。三是研究修(xiu)(xiu)订《实(shi)施工(gong)程建(jian)(jian)设(she)强(qiang)制(zhi)性标(biao)(biao)准(zhun)(zhun)监(jian)督规定》,建(jian)(jian)立(li)完善强(qiang)制(zhi)性标(biao)(biao)准(zhun)(zhun)实(shi)施监(jian)督“双(shuang)随机(ji)、一(yi)公开”机(ji)制(zhi),进一(yi)步推(tui)进标(biao)(biao)准(zhun)(zhun)实(shi)施。

        (三(san))推动重(zhong)点(dian)领域标准实施(shi)

        一是(shi)继(ji)续落实《国(guo)(guo)务院(yuan)办公厅关于加快高(gao)速宽带网络(luo)建(jian)设推(tui)进(jin)网络(luo)提速降费的(de)指(zhi)导意见》(国(guo)(guo)办发(fa)(fa)〔2015〕41号(hao)),加强光纤到户(hu)国(guo)(guo)家(jia)标准贯彻实施的(de)监督检(jian)(jian)查工(gong)作(zuo)(zuo)。二(er)是(shi)继(ji)续组(zu)织(zhi)开(kai)展(zhan)(zhan)高(gao)性(xing)能混(hun)凝土(tu)推(tui)广应用、高(gao)强钢筋(jin)集(ji)中加工(gong)配(pei)送推(tui)广应用试(shi)点研(yan)究,促进(jin)建(jian)筑(zhu)(zhu)钢筋(jin)混(hun)凝土(tu)标准的(de)提高(gao),引导产业升级。三是(shi)落实《无障碍(ai)环(huan)境建(jian)设“十(shi)三五(wu)”实施方案》,组(zu)织(zhi)编制《无障碍(ai)设施建(jian)设图(tu)集(ji)》《老年宜居(ju)社(she)区建(jian)设指(zhi)南》,会同相关部门组(zu)织(zhi)开(kai)展(zhan)(zhan)无障碍(ai)环(huan)境建(jian)设情况调研(yan)和监督检(jian)(jian)查。四是(shi)指(zhi)导的(de)建(jian)筑(zhu)(zhu)工(gong)程(cheng)检(jian)(jian)验(yan)检(jian)(jian)测(ce)认证机构工(gong)作(zuo)(zuo),支持(chi)中国(guo)(guo)工(gong)程(cheng)建(jian)设检(jian)(jian)验(yan)检(jian)(jian)测(ce)认证联盟发(fa)(fa)展(zhan)(zhan),组(zu)织(zhi)开(kai)展(zhan)(zhan)《装配(pei)式建(jian)筑(zhu)(zhu)认证体(ti)系》研(yan)究建(jian)立(li)工(gong)作(zuo)(zuo)。

 

四、加强党风廉政建设工作,强化干部队伍能力建设

        (一)落实全(quan)面(mian)从严治党主(zhu)体(ti)责任和监督责任

        以(yi)党的(de)十八届(jie)六中(zhong)全(quan)(quan)(quan)会精神为统领(ling),把(ba)全(quan)(quan)(quan)面(mian)落实从严治(zhi)(zhi)党同(tong)推动业务工作(zuo)结合起(qi)来,做到“两手抓、两不误、两促进、两提(ti)高”。充分(fen)发(fa)挥(hui)党组织在标准(zhun)(zhun)定(ding)额各项工作(zuo)中(zhong)的(de)战(zhan)斗堡垒作(zuo)用(yong),着力提(ti)升(sheng)(sheng)支部政(zheng)治(zhi)(zhi)生(sheng)活(huo)的(de)政(zheng)治(zhi)(zhi)性、时代性、原(yuan)则性、战(zhan)斗性,为实现全(quan)(quan)(quan)面(mian)提(ti)高标准(zhun)(zhun)覆盖(gai)面(mian)、全(quan)(quan)(quan)面(mian)提(ti)升(sheng)(sheng)标准(zhun)(zhun)水平、全(quan)(quan)(quan)面(mian)与国际先进标准(zhun)(zhun)接(jie)轨、标准(zhun)(zhun)权威性全(quan)(quan)(quan)面(mian)提(ti)升(sheng)(sheng)和健全(quan)(quan)(quan)完善(shan)与市场经济相适应的(de)工程(cheng)计(ji)价规(gui)则,打造风清气正的(de)政(zheng)治(zhi)(zhi)生(sheng)态环境(jing)。

        (二(er))加(jia)强(qiang)干部队伍能力建设(she)和提升(sheng)工作水(shui)平(ping)

        严(yan)格落实《关于(yu)新形(xing)势下党(dang)(dang)内政治生(sheng)(sheng)活的若干准则》和《中(zhong)(zhong)国(guo)共产党(dang)(dang)党(dang)(dang)内监(jian)督条例》,严(yan)肃党(dang)(dang)内政治生(sheng)(sheng)活,认真执行“三(san)会(hui)一课”制度,增强(qiang)(qiang)干部职工(gong)(gong)拒腐防变(bian)和抵御风(feng)险(xian)能力,打造(zao)一支信(xin)念(nian)坚定、为(wei)民服务(wu)、勤政务(wu)实、敢于(yu)担当(dang)、清正廉洁的标准定额(e)干部队伍(wu)。同时,加强(qiang)(qiang)基础(chu)性(xing)、前瞻(zhan)性(xing)、战略性(xing)调查研究,强(qiang)(qiang)化(hua)干部队伍(wu)业(ye)务(wu)工(gong)(gong)作能力建(jian)设,转变(bian)标准定额(e)被动(dong)(dong)承(cheng)担为(wei)主动(dong)(dong)引领,为(wei)住(zhu)房城乡建(jian)设工(gong)(gong)作贯彻落实党(dang)(dang)中(zhong)(zhong)央、国(guo)务(wu)院决策(ce)部署及时提供有力地技术(shu)支撑(cheng)。
