        国(guo)务院(yuan)新(xin)闻(wen)办公室于2017年1月(yue)10日上午10时举行新(xin)闻(wen)发(fa)布会,国(guo)家(jia)发(fa)展(zhan)改(gai)革(ge)委主任徐绍史介绍了引领经济发(fa)展(zhan)新(xin)常态(tai)和深化供给(ji)侧结构性(xing)改(gai)革(ge)有(you)关情(qing)况,并答(da)记(ji)者问(wen)。

        在回答(da)推(tui)进“放管(guan)服”改(gai)革方面(mian)有哪些经验和方法(fa)值得总结的问题(ti)时,徐绍史主任提到(dao)了(le)“四个(ge)平(ping)(ping)(ping)台(tai)(tai)”:一(yi)是(shi)全(quan)国(guo)(guo)(guo)投(tou)资(zi)项目在线审批监(jian)管(guan)平(ping)(ping)(ping)台(tai)(tai),二是(shi)全(quan)国(guo)(guo)(guo)信用(yong)信息共(gong)(gong)享平(ping)(ping)(ping)台(tai)(tai),三是(shi)全(quan)国(guo)(guo)(guo)公共(gong)(gong)资(zi)源交(jiao)(jiao)易平(ping)(ping)(ping)台(tai)(tai),四是(shi)全(quan)国(guo)(guo)(guo)12358价格(ge)监(jian)管(guan)平(ping)(ping)(ping)台(tai)(tai),这(zhei)四个(ge)平(ping)(ping)(ping)台(tai)(tai)对于监(jian)管(guan)发挥了(le)很大的作用(yong)。他(ta)指出“全(quan)国(guo)(guo)(guo)公共(gong)(gong)资(zi)源交(jiao)(jiao)易平(ping)(ping)(ping)台(tai)(tai),从去年11月份试运行,今(jin)年1月1号正式上线,上线之后工(gong)程(cheng)招投(tou)标(biao)、土地出让(rang)、矿产出让(rang)、政(zheng)府(fu)采购全(quan)部(bu)在这(zhei)个(ge)平(ping)(ping)(ping)台(tai)(tai)上面(mian),这(zhei)个(ge)平(ping)(ping)(ping)台(tai)(tai)也是(shi)中央、省、市(shi)、县(xian)四级联(lian)网(wang),到(dao)今(jin)年的6月份可以做到(dao)完全(quan)联(lian)网(wang),因为(wei)现在市(shi)和县(xian)这(zhei)一(yi)级还有一(yi)部(bu)分没有联(lian)网(wang)”。

        过去由于电(dian)子化程度不高(gao),而且也很(hen)(hen)分散(san),市(shi)场主体在第一时间获(huo)取(qu)交(jiao)易信息(xi)十(shi)分不便,全国联网后,公共资源交(jiao)易公告、资格审查信息(xi)、交(jiao)易过程信息(xi)、成交(jiao)信息(xi)以及履(lv)约信息(xi)等依法必须公开(kai)的(de)(de)信息(xi)都将通过平台无偿向社会公开(kai),确实(shi)在公开(kai)透明上迈出了很(hen)(hen)关键的(de)(de)一步。

        此外,通过国家公共资源(yuan)交易平台实现一(yi)网查(cha)询(xun)所有相关信息、专家库资源(yuan)共享、数字证(zheng)书互认,可以为(wei)市场主体提供(gong)更加(jia)高效、实用的服(fu)务。

        当然,平(ping)台还需要逐步(bu)完(wan)善(shan)。比如在国家公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交易(yi)(yi)(yi)平(ping)台网(wang)(wang)站(//www.ggzy.gov.cn)上,截(jie)至1月10日20:30时(shi)发(fa)布(bu)的(de)公(gong)(gong)告(gao)总数(shu)(shu)量(liang)为1529,抽取了其中数(shu)(shu)量(liang)较少的(de)一个省(sheng)份查询,国家公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交易(yi)(yi)(yi)平(ping)台与(yu)省(sheng)级平(ping)台发(fa)布(bu)的(de)公(gong)(gong)告(gao)数(shu)(shu)量(liang)并不完(wan)全一致,这与(yu)全国范围内公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交易(yi)(yi)(yi)信息一网(wang)(wang)揽尽的(de)目标(biao)还有差(cha)距,但(dan)相信在今(jin)年6月实(shi)现(xian)全国联网(wang)(wang)是没有问题的(de)。

  

        按照国办发63号文(wen)的(de)整(zheng)合(he)目标,2017年6月底前,在全(quan)(quan)国范(fan)围(wei)内(nei)要基本实现公共资(zi)源交易全(quan)(quan)过程(cheng)电子化,这个“全(quan)(quan)过程(cheng)”的(de)任(ren)务还非(fei)常(chang)艰巨,需要在接下来(lai)不到半年的(de)时(shi)间(jian)内(nei)各方的(de)共同(tong)努力。

整合建立统一的公共资源交易平台工作方案

 

        为(wei)深入贯彻(che)党的十(shi)(shi)八大和十(shi)(shi)八届二(er)中、三(san)中、四中全会精神,落(luo)实《国务院机构改革和职能(neng)转(zhuan)变方(fang)案》部署,现就整合建立统一(yi)的公共(gong)资源交易平台制定以(yi)下工(gong)作方(fang)案。

        一、充分认识整合建立统一的公共资源交易平台的重要性

        近年来(lai),地方各(ge)级(ji)政府(fu)积(ji)极(ji)推进工程(cheng)建设(she)(she)项目招标投标、土地使用权和矿业(ye)权出(chu)让、国有(you)(you)产权交(jiao)易(yi)(yi)(yi)、政府(fu)采(cai)购(gou)等公共(gong)资源交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)建设(she)(she),对于(yu)(yu)(yu)促进和规范公共(gong)资源交(jiao)易(yi)(yi)(yi)活动,加(jia)(jia)强反腐倡廉建设(she)(she)发挥(hui)了积(ji)极(ji)作用。但由于(yu)(yu)(yu)公共(gong)资源交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)总体(ti)上仍(reng)处于(yu)(yu)(yu)发展(zhan)初期(qi),各(ge)地在(zai)建设(she)(she)运(yun)行(xing)和监(jian)督管理中暴露出(chu)不少突出(chu)问题:各(ge)类交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)分散设(she)(she)立、重(zhong)(zhong)复建设(she)(she),市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)资源不共(gong)享;有(you)(you)些交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)职能定位(wei)(wei)不准,运(yun)行(xing)不规范,公开性(xing)和透(tou)明度不够(gou),违法(fa)干预(yu)交(jiao)易(yi)(yi)(yi)主(zhu)体(ti)自主(zhu)权;有(you)(you)些交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)存(cun)在(zai)乱收(shou)费现(xian)象(xiang),市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)主(zhu)体(ti)负担(dan)较重(zhong)(zhong);公共(gong)资源交(jiao)易(yi)(yi)(yi)服(fu)务、管理和监(jian)督职责不清,监(jian)管缺位(wei)(wei)、越位(wei)(wei)和错位(wei)(wei)现(xian)象(xiang)不同程(cheng)度存(cun)在(zai)。这(zhei)些问题严重(zhong)(zhong)制约了公共(gong)资源交(jiao)易(yi)(yi)(yi)市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)的健(jian)康有(you)(you)序发展(zhan),加(jia)(jia)剧了地方保(bao)护和市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)分割,不利(li)于(yu)(yu)(yu)激发市(shi)(shi)(shi)(shi)场(chang)(chang)(chang)(chang)活力,亟需(xu)通过创新体(ti)制机制加(jia)(jia)以解决。

整合工程建(jian)设项(xiang)目招(zhao)标(biao)投标(biao)、土(tu)地使用(yong)权(quan)(quan)和矿业权(quan)(quan)出让、国(guo)有(you)产权(quan)(quan)交(jiao)易(yi)、政府采购等交(jiao)易(yi)市(shi)场,建(jian)立统一(yi)的(de)公共资(zi)源交(jiao)易(yi)平台,有(you)利(li)(li)于防(fang)止(zhi)公共资(zi)源交(jiao)易(yi)碎片化(hua),加(jia)快形成统一(yi)开(kai)放、竞争有(you)序的(de)现代市(shi)场体系;有(you)利(li)(li)于推动政府职能(neng)转(zhuan)变,提高行政监(jian)管和实博体育代理水(shui)平;有(you)利(li)(li)于促进(jin)公共资(zi)源交(jiao)易(yi)阳光操作,强化(hua)对行政权(quan)(quan)力(li)的(de)监(jian)督(du)制(zhi)约(yue),推进(jin)预防(fang)和惩治腐败(bai)体系建(jian)设。

        二、指导思想和基本原则

        (一)指导思(si)想。全(quan)(quan)面贯彻党的十八大(da)和(he)十八届(jie)二中、三(san)中、四中全(quan)(quan)会(hui)精神,按照党中央、国务(wu)院决策部(bu)署,发挥市场在资源(yuan)配置中的决定性作用和(he)更好(hao)发挥政府作用,以(yi)整(zheng)合(he)共(gong)(gong)享资源(yuan)、统(tong)一制度规则、创新体(ti)(ti)制机制为(wei)重(zhong)点,以(yi)信息化建设为(wei)支撑,加快构筑统(tong)一的公共(gong)(gong)资源(yuan)交易(yi)平台(tai)体(ti)(ti)系(xi),着力推进公共(gong)(gong)资源(yuan)交易(yi)法制化、规范化、透明化,提(ti)高公共(gong)(gong)资源(yuan)配置的效(xiao)率(lv)和(he)效(xiao)益。

        (二)基(ji)本原则。

        坚持(chi)政府推(tui)动、社会参与。政府要统(tong)筹推(tui)进公(gong)共(gong)资源(yuan)交易平(ping)(ping)台(tai)整合(he),完善(shan)管理规则,优化市场(chang)环境,促进公(gong)平(ping)(ping)竞(jing)争。鼓(gu)励通过(guo)政府购买服(fu)务(wu)等方式,引导社会力量参与平(ping)(ping)台(tai)服(fu)务(wu)供给,提(ti)高服(fu)务(wu)质量和(he)效率(lv)。

坚(jian)持实博(bo)体育(yu)代理、资(zi)源(yuan)共(gong)享。立(li)足公(gong)共(gong)资(zi)源(yuan)交易(yi)(yi)平台的实博(bo)体育(yu)代理职能定(ding)位,整合公(gong)共(gong)资(zi)源(yuan)交易(yi)(yi)信(xin)息(xi)、专(zhuan)家(jia)和场(chang)所等(deng)资(zi)源(yuan),加快推进(jin)交易(yi)(yi)全过程(cheng)电子化,实现交易(yi)(yi)全流程(cheng)公(gong)开透明(ming)和资(zi)源(yuan)共(gong)享。

        坚持转变(bian)职能、创新监管(guan)(guan)。按照管(guan)(guan)办分离、依法监管(guan)(guan)的要(yao)求,进(jin)一步(bu)减少政(zheng)府(fu)对交(jiao)易活(huo)动的行政(zheng)干预,强化事中事后监管(guan)(guan)和信用管(guan)(guan)理,创新电子化监管(guan)(guan)手段,健全行政(zheng)监督和社会监督相结(jie)合的监督机制。

        坚持统(tong)(tong)筹(chou)推进(jin)、分(fen)(fen)类指(zhi)导。充分(fen)(fen)考虑行业特点(dian)和(he)地区差异(yi),统(tong)(tong)筹(chou)推进(jin)各项工(gong)作,加强分(fen)(fen)类指(zhi)导,增强政策措施的系统(tong)(tong)性、针对性和(he)有效性。

        三、整合范围和整合目标

        (三)整(zheng)(zheng)合(he)(he)范围(wei)。整(zheng)(zheng)合(he)(he)分散设(she)立的工程建设(she)项(xiang)目(mu)招标(biao)投(tou)标(biao)、土(tu)地使用(yong)权(quan)(quan)和矿业权(quan)(quan)出(chu)让、国有产权(quan)(quan)交(jiao)易(yi)、政府采(cai)购等交(jiao)易(yi)平(ping)台,在统一的平(ping)台体系上实现(xian)信(xin)息(xi)和资源(yuan)(yuan)共享,依法推进公共资源(yuan)(yuan)交(jiao)易(yi)高(gao)效规范运行。积极有序推进其(qi)他(ta)公共资源(yuan)(yuan)交(jiao)易(yi)纳(na)入(ru)统一平(ping)台体系。民间(jian)投(tou)资的不(bu)属于依法必须招标(biao)的项(xiang)目(mu),由建设(she)单位自主决定是否进入(ru)统一平(ping)台。

        统一的公共(gong)资(zi)源交易平台由政府(fu)推动建立,坚持实博体(ti)(ti)育代理职能定位,实施统一的制度规则、共(gong)享(xiang)的信息系(xi)统、规范透明的运行机制,为市场主体(ti)(ti)、社会(hui)公众、行政监管部门等提供综合(he)服务。

        (四)整合(he)目(mu)标。2016年6月(yue)(yue)底前,地(di)方各级政(zheng)府基本完(wan)成公共资(zi)源(yuan)交(jiao)易(yi)平台(tai)(tai)整合(he)工作。2017年6月(yue)(yue)底前,在全(quan)(quan)国(guo)范(fan)围内(nei)形成规则统一(yi)、公开透明(ming)、服务高效(xiao)、监督规范(fan)的公共资(zi)源(yuan)交(jiao)易(yi)平台(tai)(tai)体系(xi),基本实现公共资(zi)源(yuan)交(jiao)易(yi)全(quan)(quan)过程电子(zi)化(hua)。在此基础上,逐步推动其他公共资(zi)源(yuan)进入(ru)统一(yi)平台(tai)(tai)进行交(jiao)易(yi),实现公共资(zi)源(yuan)交(jiao)易(yi)平台(tai)(tai)从依托有形场所向以电子(zi)化(hua)平台(tai)(tai)为主转变。

        四、有序整合资源

        (五)整合(he)(he)(he)平(ping)台(tai)(tai)层级(ji)。各(ge)(ge)省(sheng)级(ji)政(zheng)(zheng)府应(ying)根据(ju)(ju)经(jing)(jing)济发展水平(ping)和公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)市(shi)场发育状(zhuang)况,合(he)(he)(he)理布局(ju)本地区(qu)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)。设区(qu)的(de)市(shi)级(ji)以(yi)上地方政(zheng)(zheng)府应(ying)整合(he)(he)(he)建立(li)本地区(qu)统一(yi)的(de)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)。县级(ji)政(zheng)(zheng)府不再新设公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai),已经(jing)(jing)设立(li)的(de)应(ying)整合(he)(he)(he)为市(shi)级(ji)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)的(de)分支机构(gou);个别需保(bao)留(liu)的(de),由省(sheng)级(ji)政(zheng)(zheng)府根据(ju)(ju)县域(yu)(yu)面(mian)积和公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)总量等(deng)实际情况,按照便民(min)高(gao)效(xiao)原则确(que)定,并向(xiang)社会(hui)公(gong)(gong)告。法律法规要求(qiu)在县级(ji)层面(mian)开(kai)展交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)的(de)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan),当地尚未设立(li)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)的(de),原交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)市(shi)场可予以(yi)保(bao)留(liu)。鼓励整合(he)(he)(he)建立(li)跨行政(zheng)(zheng)区(qu)域(yu)(yu)的(de)公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)。各(ge)(ge)省(sheng)级(ji)政(zheng)(zheng)府应(ying)积极(ji)创(chuang)造(zao)条(tiao)件,通过加(jia)强区(qu)域(yu)(yu)合(he)(he)(he)作(zuo)、引入(ru)竞争机制(zhi)、优化平(ping)台(tai)(tai)结构(gou)等(deng)手段,在坚持依(yi)法监督前提下探索推(tui)进交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)主体跨行政(zheng)(zheng)区(qu)域(yu)(yu)自主选择公(gong)(gong)共(gong)(gong)(gong)资(zi)(zi)源(yuan)(yuan)(yuan)交(jiao)(jiao)(jiao)(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)(tai)。

        (七)整(zheng)合场(chang)(chang)(chang)所(suo)资(zi)源。各级公(gong)共(gong)(gong)资(zi)源交(jiao)易(yi)平(ping)台(tai)(tai)整(zheng)合应充分利(li)用(yong)现有政务实博体育代(dai)理、公(gong)共(gong)(gong)资(zi)源交(jiao)易(yi)中(zhong)心、建(jian)设工(gong)程(cheng)交(jiao)易(yi)中(zhong)心、政府(fu)集中(zhong)采购中(zhong)心或(huo)其他交(jiao)易(yi)场(chang)(chang)(chang)所(suo),满(man)足交(jiao)易(yi)评标(biao)(biao)(评审)活(huo)动(dong)、交(jiao)易(yi)验证以及有关现场(chang)(chang)(chang)业务办(ban)理需要(yao)。整(zheng)合过程(cheng)中(zhong)要(yao)避免重(zhong)复建(jian)设,严禁假借场(chang)(chang)(chang)所(suo)整(zheng)合之名新建(jian)楼堂馆所(suo)。在统一场(chang)(chang)(chang)所(suo)设施标(biao)(biao)准(zhun)和服(fu)务标(biao)(biao)准(zhun)条件下,公(gong)共(gong)(gong)资(zi)源交(jiao)易(yi)平(ping)台(tai)(tai)不(bu)限于一个场(chang)(chang)(chang)所(suo)。对于社会力量建(jian)设并符合标(biao)(biao)准(zhun)要(yao)求的场(chang)(chang)(chang)所(suo),地方各级政府(fu)可(ke)以探索通过购买(mai)服(fu)务等方式加以利(li)用(yong)。

        (八)整合专(zhuan)家(jia)(jia)资(zi)源(yuan)。进一步完(wan)善公(gong)共资(zi)源(yuan)评(ping)(ping)标(biao)专(zhuan)家(jia)(jia)和评(ping)(ping)审(shen)(shen)专(zhuan)家(jia)(jia)分(fen)类(lei)(lei)标(biao)准,各省级政府应按照全国统一的专(zhuan)业(ye)分(fen)类(lei)(lei)标(biao)准,整合本地区专(zhuan)家(jia)(jia)资(zi)源(yuan)。推动(dong)实(shi)现专(zhuan)家(jia)(jia)资(zi)源(yuan)及专(zhuan)家(jia)(jia)信(xin)用信(xin)息全国范围内互(hu)联共享,有条件的地方(fang)要积极推广(guang)专(zhuan)家(jia)(jia)远程异地评(ping)(ping)标(biao)、评(ping)(ping)审(shen)(shen)。评(ping)(ping)标(biao)或(huo)评(ping)(ping)审(shen)(shen)时,专(zhuan)家(jia)(jia)应采取随机(ji)方(fang)式确定(ding)(ding)(ding),任何单位和个人不(bu)得以(yi)明示、暗示等(deng)任何方(fang)式指定(ding)(ding)(ding)或(huo)者变相(xiang)指定(ding)(ding)(ding)专(zhuan)家(jia)(jia)。

        五、统一规则体系

        (九)完(wan)善(shan)管理规(gui)则(ze)。发展(zhan)改革(ge)委要(yao)(yao)会同国(guo)(guo)务(wu)(wu)(wu)院(yuan)有关(guan)部门制(zhi)定(ding)全(quan)国(guo)(guo)统(tong)(tong)(tong)一的(de)公共资源交(jiao)易(yi)平(ping)(ping)台(tai)管理办(ban)法,规(gui)范平(ping)(ping)台(tai)运行、管理和(he)(he)监督(du)。国(guo)(guo)务(wu)(wu)(wu)院(yuan)有关(guan)部门要(yao)(yao)根(gen)据工程建设项目(mu)招标(biao)投标(biao)、土地(di)使(shi)用权(quan)(quan)和(he)(he)矿(kuang)业权(quan)(quan)出让、国(guo)(guo)有产权(quan)(quan)交(jiao)易(yi)、政府采购(gou)等法律法规(gui)和(he)(he)交(jiao)易(yi)特点,制(zhi)定(ding)实施全(quan)国(guo)(guo)分类统(tong)(tong)(tong)一的(de)平(ping)(ping)台(tai)交(jiao)易(yi)规(gui)则(ze)和(he)(he)技术(shu)标(biao)准。各省级(ji)政府要(yao)(yao)根(gen)据全(quan)国(guo)(guo)统(tong)(tong)(tong)一的(de)规(gui)则(ze)和(he)(he)办(ban)法,结合本地(di)区(qu)实际,制(zhi)定(ding)平(ping)(ping)台(tai)服务(wu)(wu)(wu)管理细则(ze),完(wan)善(shan)服务(wu)(wu)(wu)流程和(he)(he)标(biao)准。

        (十)开展规则(ze)清理(li)。各省(sheng)级(ji)政府要(yao)对本地区各级(ji)政府和有(you)关部门发(fa)布的公共资源(yuan)交(jiao)易规则(ze)进行清理(li)。对违(wei)法设置审批事项、以备案名(ming)义变相实施审批、干(gan)预(yu)交(jiao)易主(zhu)(zhu)体自主(zhu)(zhu)权以及与法律法规相冲突的内容,要(yao)坚决予以纠正。清理(li)过程和结果应(ying)在省(sheng)级(ji)公共资源(yuan)交(jiao)易平台进行公告,接受(shou)社(she)会监(jian)督。

        六、完善运行机制

        (十一(yi))推进(jin)实(shi)(shi)博(bo)体(ti)(ti)(ti)育代(dai)(dai)理(li)共(gong)(gong)(gong)(gong)享(xiang)。建(jian)(jian)立健全(quan)公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)和(he)(he)信(xin)(xin)(xin)(xin)用实(shi)(shi)博(bo)体(ti)(ti)(ti)育代(dai)(dai)理(li)共(gong)(gong)(gong)(gong)享(xiang)制度。各级公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)平(ping)台(tai)应(ying)加(jia)大实(shi)(shi)博(bo)体(ti)(ti)(ti)育代(dai)(dai)理(li)力度,依法公(gong)(gong)(gong)(gong)(gong)(gong)开(kai)交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)公(gong)(gong)(gong)(gong)(gong)(gong)告、资格审查结果、成交(jiao)(jiao)(jiao)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)、履(lv)约信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)以及有(you)关(guan)变更信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)等(deng)。加(jia)快建(jian)(jian)立市(shi)场(chang)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)共(gong)(gong)(gong)(gong)享(xiang)数据(ju)库和(he)(he)验(yan)证互(hu)认机制。对市(shi)场(chang)主体(ti)(ti)(ti)通过公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)平(ping)台(tai)电子交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)实(shi)(shi)博(bo)体(ti)(ti)(ti)育代(dai)(dai)理(li)系(xi)统(tong)实(shi)(shi)现登记注册共(gong)(gong)(gong)(gong)享(xiang)的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi),相应(ying)行(xing)政区域内有(you)关(guan)行(xing)政监督(du)部门(men)和(he)(he)其他公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)平(ping)台(tai)不(bu)得(de)要求企业重复登记、备案和(he)(he)验(yan)证,逐步(bu)推进(jin)全(quan)国(guo)范围内共(gong)(gong)(gong)(gong)享(xiang)互(hu)认。各级行(xing)政监管部门(men)要履(lv)行(xing)好实(shi)(shi)博(bo)体(ti)(ti)(ti)育代(dai)(dai)理(li)职(zhi)能,公(gong)(gong)(gong)(gong)(gong)(gong)开(kai)有(you)关(guan)公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)项目审核、市(shi)场(chang)主体(ti)(ti)(ti)和(he)(he)中介机构(gou)资质资格、行(xing)政处罚(fa)等(deng)监管信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)。公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)平(ping)台(tai)应(ying)依托统(tong)一(yi)的社会信(xin)(xin)(xin)(xin)用代(dai)(dai)码(ma),建(jian)(jian)立公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)市(shi)场(chang)主体(ti)(ti)(ti)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)库,并(bing)将(jiang)相关(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)纳入国(guo)家(jia)统(tong)一(yi)的信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)平(ping)台(tai),实(shi)(shi)现市(shi)场(chang)主体(ti)(ti)(ti)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)交(jiao)(jiao)(jiao)换共(gong)(gong)(gong)(gong)享(xiang)。加(jia)强公(gong)(gong)(gong)(gong)(gong)(gong)共(gong)(gong)(gong)(gong)资源交(jiao)(jiao)(jiao)易(yi)(yi)(yi)(yi)数据(ju)统(tong)计分析(xi)、综合(he)利(li)用和(he)(he)风险(xian)监测预警(jing),为(wei)市(shi)场(chang)主体(ti)(ti)(ti)、社会公(gong)(gong)(gong)(gong)(gong)(gong)众和(he)(he)行(xing)政监管部门(men)提供信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)服务。

        (十二(er))强化(hua)服(fu)务(wu)功能(neng)(neng)。按(an)照简(jian)政(zheng)放权(quan)、放管结合、优化(hua)服(fu)务(wu)的改革方向,简(jian)化(hua)交(jiao)(jiao)易(yi)(yi)(yi)环节(jie),提高(gao)工作(zuo)效率,完(wan)善公(gong)共(gong)(gong)资(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)服(fu)务(wu)功能(neng)(neng),公(gong)开服(fu)务(wu)流(liu)程、工作(zuo)规(gui)范和监督(du)渠道(dao),整治各(ge)种(zhong)乱(luan)收费行(xing)(xing)为,切实(shi)降低(di)市场(chang)(chang)(chang)主体(ti)交(jiao)(jiao)易(yi)(yi)(yi)成本、减轻相(xiang)关(guan)负担(dan)。建立(li)市场(chang)(chang)(chang)主体(ti)以及(ji)第三(san)方参与的社会评(ping)价(jia)机(ji)制(zhi),对(dui)平(ping)台(tai)提供实(shi)博体(ti)育(yu)代(dai)理情况进行(xing)(xing)考核评(ping)价(jia)。各(ge)级公(gong)共(gong)(gong)资(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)不得取(qu)(qu)代(dai)依(yi)(yi)法设立(li)的政(zheng)府集中采购机(ji)构(gou)(gou)(gou)的法人地位、法定(ding)代(dai)理权(quan)以及(ji)依(yi)(yi)法设立(li)的其他交(jiao)(jiao)易(yi)(yi)(yi)机(ji)构(gou)(gou)(gou)和代(dai)理机(ji)构(gou)(gou)(gou)从事(shi)的相(xiang)关(guan)服(fu)务(wu),不得违法从事(shi)或强制(zhi)指定(ding)招标、拍(pai)卖等(deng)中介服(fu)务(wu),不得行(xing)(xing)使行(xing)(xing)政(zheng)审(shen)批、备案(an)等(deng)管理职能(neng)(neng),不得强制(zhi)非公(gong)共(gong)(gong)资(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)(yi)项(xiang)目在平(ping)台(tai)交(jiao)(jiao)易(yi)(yi)(yi),不得通(tong)过设置(zhi)注册(ce)登记、设立(li)分支(zhi)机(ji)构(gou)(gou)(gou)、资(zi)质验证、投标(竞买)许可、强制(zhi)担(dan)保(bao)等(deng)限制(zhi)性(xing)条件阻(zu)碍(ai)或者排(pai)斥其他地区市场(chang)(chang)(chang)主体(ti)进入本地区公(gong)共(gong)(gong)资(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)(yi)市场(chang)(chang)(chang)。凡是采取(qu)(qu)审(shen)核招标及(ji)拍(pai)卖文件、出让方案(an)等(deng)实(shi)施行(xing)(xing)政(zheng)审(shen)批,或者以备案(an)名(ming)义变相(xiang)实(shi)施行(xing)(xing)政(zheng)审(shen)批的,一律(lv)限期取(qu)(qu)消。公(gong)共(gong)(gong)资(zi)源(yuan)交(jiao)(jiao)易(yi)(yi)(yi)平(ping)台(tai)应(ying)与依(yi)(yi)法设立(li)的相(xiang)关(guan)专业服(fu)务(wu)机(ji)构(gou)(gou)(gou)加强业务(wu)衔接(jie),保(bao)证法定(ding)职能(neng)(neng)正常履行(xing)(xing)。

        七、创新监管体制

        (十三)完(wan)善(shan)监(jian)管(guan)体制(zhi)(zhi)机制(zhi)(zhi)。按照决策权、执行(xing)权、监(jian)督权既相互(hu)制(zhi)(zhi)约又相互(hu)协(xie)调的要求,深化公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)管(guan)理体制(zhi)(zhi)改(gai)(gai)革(ge)(ge),推进公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)服务、管(guan)理与(yu)监(jian)督职(zhi)能相互(hu)分离,完(wan)善(shan)监(jian)管(guan)机制(zhi)(zhi),防止权力滥用(yong)。发展改(gai)(gai)革(ge)(ge)部(bu)门(men)会同有关部(bu)门(men)要加强(qiang)对公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)平台工作(zuo)的指(zhi)导和(he)协(xie)调。各级招标投(tou)标行(xing)政监(jian)督、财政、国(guo)土资(zi)(zi)(zi)源(yuan)(yuan)、国(guo)有资(zi)(zi)(zi)产(chan)监(jian)督管(guan)理等部(bu)门(men)要按照职(zhi)责分工,加强(qiang)对公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)活动的监(jian)督执法,依法查处(chu)公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)活动中(zhong)的违法违规行(xing)为。健全行(xing)政监(jian)督部(bu)门(men)与(yu)监(jian)察(cha)、审计(ji)部(bu)门(men)协(xie)作(zuo)配合(he)机制(zhi)(zhi),严肃查处(chu)领导干部(bu)利(li)用(yong)职(zhi)权违规干预和(he)插(cha)手公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)活动的腐败案件。审计(ji)部(bu)门(men)要加强(qiang)对公(gong)(gong)共(gong)(gong)资(zi)(zi)(zi)源(yuan)(yuan)交(jiao)易(yi)(yi)及平台运(yun)行(xing)的审计(ji)监(jian)督。

        (十四)转(zhuan)变监督(du)方式。各级行(xing)政主(zhu)管部门要(yao)(yao)运用大数(shu)据等手段,实施电子(zi)化行(xing)政监督(du),强化对(dui)交(jiao)易(yi)(yi)活(huo)动(dong)(dong)的动(dong)(dong)态(tai)监督(du)和(he)预警。将市场主(zhu)体(ti)(ti)(ti)信(xin)(xin)用信(xin)(xin)息和(he)公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)易(yi)(yi)活(huo)动(dong)(dong)信(xin)(xin)息作(zuo)(zuo)为实施监管的重(zhong)要(yao)(yao)依据,健全守信(xin)(xin)激(ji)励(li)(li)和(he)失信(xin)(xin)惩戒机(ji)制。对(dui)诚实守信(xin)(xin)主(zhu)体(ti)(ti)(ti)参与(yu)公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)易(yi)(yi)活(huo)动(dong)(dong)要(yao)(yao)依法给予(yu)奖励(li)(li),对(dui)失信(xin)(xin)主(zhu)体(ti)(ti)(ti)参与(yu)公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)易(yi)(yi)活(huo)动(dong)(dong)要(yao)(yao)依法予(yu)以限制,对(dui)严重(zhong)违(wei)(wei)法失信(xin)(xin)主(zhu)体(ti)(ti)(ti)实行(xing)市场禁入(ru)。健全专家选聘与(yu)退出机(ji)制,建立专家黑名单制度,强化专家责任追究。加强社会监督(du),完善投(tou)诉处理机(ji)制,公(gong)(gong)布投(tou)诉举报电话,及时(shi)处理平(ping)台(tai)服务机(ji)构违(wei)(wei)法违(wei)(wei)规行(xing)为。发挥行(xing)业组织作(zuo)(zuo)用,建立公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)易(yi)(yi)平(ping)台(tai)服务机(ji)构和(he)人员自律机(ji)制。

        八、强化实施保障

        (十(shi)五)加强组织领导。各地区(qu)、各部(bu)(bu)(bu)门(men)要(yao)充(chong)分认(ren)识(shi)整合(he)建(jian)立(li)统(tong)一(yi)的公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)(jiao)易(yi)平(ping)台(tai)(tai)的重要(yao)性,加强领导,周密部(bu)(bu)(bu)署,有(you)序推进整合(he)工作。建(jian)立(li)由发(fa)展改革(ge)委牵(qian)头,工业和信息化部(bu)(bu)(bu)、财政部(bu)(bu)(bu)、国(guo)(guo)土资源(yuan)(yuan)部(bu)(bu)(bu)、环(huan)境(jing)保护(hu)部(bu)(bu)(bu)、住房城乡建(jian)设部(bu)(bu)(bu)、交(jiao)(jiao)通运输部(bu)(bu)(bu)、水利部(bu)(bu)(bu)、商务(wu)部(bu)(bu)(bu)、卫(wei)生计生委、国(guo)(guo)资委、税务(wu)总(zong)局、林业局、国(guo)(guo)管局、铁(tie)路局、民航(hang)局等部(bu)(bu)(bu)门(men)参加的部(bu)(bu)(bu)际联席会议制(zhi)度,统(tong)筹(chou)指导和协(xie)调全国(guo)(guo)公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)(jiao)易(yi)平(ping)台(tai)(tai)整合(he)工作,适时(shi)开展试点示范。各省级政府(fu)要(yao)根(gen)据本(ben)方案(an)要(yao)求,建(jian)立(li)相应(ying)工作机制(zhi),对行(xing)政区(qu)域(yu)内已(yi)有(you)的各类公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)(jiao)易(yi)平(ping)台(tai)(tai)进行(xing)清(qing)理(li)(li),限期提出具体实施(shi)方案(an)。在(zai)公(gong)(gong)共(gong)(gong)资源(yuan)(yuan)交(jiao)(jiao)易(yi)平(ping)台(tai)(tai)清(qing)理(li)(li)整合(he)工作完成前,要(yao)保障(zhang)原(yuan)交(jiao)(jiao)易(yi)市场(chang)正常履(lv)行(xing)职能,实现平(ping)稳过渡(du)。

        (十六(liu))严(yan)格督(du)促落实(shi)。地(di)方(fang)(fang)各(ge)级政府要将公共(gong)资源交易(yi)平台整合工作纳入(ru)目标(biao)管理考核,定(ding)期对(dui)本(ben)地(di)区工作落实(shi)情(qing)(qing)况(kuang)进行检查(cha)并通(tong)报有关情(qing)(qing)况(kuang)。发展(zhan)改(gai)革委(wei)要会同国务院有关部门加强(qiang)对(dui)本(ben)方(fang)(fang)案执(zhi)行情(qing)(qing)况(kuang)的督(du)促检查(cha),协调解(jie)决工作中(zhong)遇到的问题(ti),确保各(ge)项(xiang)任务措施落实(shi)到位(wei)。

 

《方案》重点内容

        一、范围

        1、工程建设项目招(zhao)标(biao)投标(biao);

        2、土地使(shi)用(yong)权(quan)和矿业权(quan)出让;

        3、国(guo)有产权(quan)交易(yi);

        4、政府采购等(deng)交(jiao)易(yi)市场(chang);

        5、民间投资(zi)的(de)不属于依法必须招(zhao)标的(de)项目,由建设单位自主决定是否(fou)进入统一(yi)平台。

        二、目标

        ;1、2016年6月底前(qian),地方各级政府基本完成(cheng)公共(gong)资源交易平台整合(he)工(gong)作。

        2、2017年6月(yue)底前,在全国范围内形成(cheng)规则(ze)统(tong)一、公(gong)开透明(ming)、服务高效、监督(du)规范的(de)公(gong)共资源交易平台体系,基(ji)本实现公(gong)共资源交易全过程(cheng)电(dian)子(zi)化(hua)。

        三、整合层级

        1、各省级政府应根据经(jing)济发展(zhan)水平和公共资源(yuan)交(jiao)(jiao)易市场(chang)发育状况,合理(li)布局本地区公共资源(yuan)交(jiao)(jiao)易平台。

        2、设区的(de)市级以(yi)上地方政府应整合建立本地区统一的(de)公共(gong)资源(yuan)交易平台。

        3、原则上县级政府不再新设公共资源(yuan)交易平台(tai)。

        四、其他

        1、对违法设置审批(pi)事项(xiang)、以备案名(ming)义变相(xiang)实施审批(pi)、干(gan)预(yu)交(jiao)易(yi)主体(ti)自主权以及与法律(lv)法规相(xiang)冲突的内容,要坚决予以纠正(zheng)。

        2、健(jian)全专家(jia)选聘(pin)与退出(chu)机(ji)制,建立专家(jia)黑名单制度,强(qiang)化专家(jia)责任追(zhui)究。
